Sin embargo, cuando me compilar y ejecutar todo lo que consigo es que la pantalla parpadee como si estuviera cambiando las resoluciones pero en realidad no hace nada significativo (noto que el mouse se movió ... pero aparte de eso nada).

Quizás alguien más ya haya creado una utilidad para hacer esta funcionalidad exacta, que funcionaría igual de bien si se puede invocar desde la línea de comandos.

El fragmento de código anterior realmente separa el dispositivo de visualización secundario, no el monitor. El mismo dispositivo de visualización puede contener múltiples monitores. Todavía no he tenido éxito con este problema

Puede usar SetDisplayConfig para hacer esto en Windows 7. El ejemplo siguiente deshabilita todas las pantallas secundarias.
