Sugiero que use un ConcurrentDictionary y solo use un valor ficticio para cada entrada. Es molesto en términos de eficiencia (teniendo todos esos valores falsos) pero sospecho que en la mayoría de las aplicaciones eso sería insignificante.

Es posible que desee envolver esto en su propia implementación ConcurrentSet, que simplemente hace lo suficiente para sus propósitos, para que no tenga que ver la fuga de abstracción en gran parte de su código.
