Esto no es posible, ver Accessing PL/SQL Index-by Tables:

Oracle JDBC no da soporte RAW, la fecha y PL RECORD/SQL como tipos de elementos.

probablemente me utilizo una costumbre (global, no el paquete) tipo de objeto, así:

referencia la tabla de tipo en el paquete (t_all_records en lugar de tt_all_tab) y llenarlo como tal
